The Rainbow Europe website is monitored by Ilga Europe, an international organization that advocates for human rights and LGBTI equality at the European level. The site brings together both the legal index of LGBTI equality based on the Rainbow Europe Map and an overview of the social climate for LGBTI people in each country based on the Ilga Annual Review of the Human Rights Situation of Lesbian, Gay, Bisexual, Trans, and Intersex People report.
Rainbow Europe ranks all 49 European countries on a scale from 0% (serious human rights violations, discrimination) to 100% (respect for human rights, full equality). It analyzes laws and policies that directly impact the human rights of LGBTI people, identifying six categories: equality and non-discrimination; family; hate crimes and speech; legal gender recognition and bodily integrity; civil society space; and asylum.
